Default Starter or ignition?

Tried to start my 2000 Tundra and first try was just a click. I released the key and tried the 2nd time. The engine turned over just fine but didn't want to fire. I let off the key and it still turned. I removed the key and it still tuned over. I removed the battery cable and gave it a rest. Everytime I touched the cable to the battery post the engine would turn over. I removed the starter relay from the fuse box and again when the battery was connected the engine would turn over. Can someone help me out? If it is the starter it will be $700 per the dealer parts and labor. I have tried to find the darn thing and after reading this board found it may be a little harder than I expected. Has anyone seen this happen before?

sounds like the starter itself is OK but maybe a bad solonoid on the starter. I hate to say it but the starter is under the intake manifold and is a pretty big job. check the photo gallery cause someone just did a starter and posted some pics of the job...maybe he will chime in and give you some advise
