Default Cloth "Screen" after Filter

I took my stock air filter out to see what it looked like, and noticed what looked like some sort of cloth "screen" just down stream of the where the air filter sits. It looks like it was molded permanently into the intake manifold.

What's the purpose of this? ... I'm thinking maybe an air flow straightener?

The Tundra has an Activated Carbon filter downstream of the air filter. It looks similar to what you have described. The carbon adsorbs any hydrocarbons that might leak out of the engine after you turn it off. Your gas tank probably has a carbon filter too.
