The Toyota RAV4 does not come equipped with factory navigation. It was probably added by the dealership or Gulf States Toyota (GST). What is the model number on the front of the unit? What is the brand logo on the front? Did you receive an owners manual? What does it say about getting a disc for another country?
NAVTEQ only supplies the map database which explains why they didnt answer you. They merely provided the content... not the operating system.
The factory installed navigation systems are engineered and designed for operation in the US only. The operating systems are different for Europe and the US.
