Default 2008 highlander brakes

Has anyone noticed a Surge in your Hybrid AWD highlander while coming to a stop? I feel like the brakes have a surge which makes the vehicle feel as if I let off the Brake pedal or I am riding on the gas a brake at the same time.....

Answered my own question ...It appears I discovered That the engine might be turning on to regenerate the battery I think this would be normal? or because the heater is on in this cold weather ?
