Changed the bulbs, the high mounted and driver side brake lights work but not the passenger side. The running lights work they just don't get brighter when the brake pedal is pressed.

may be you have a bad taillight wire harness and that it need to be
replaced had to do it on my 2000 tundra when it first came out.

disconnect and reconnect the wiring harness plug at the pass. combo light assembly. determine if the "open Brake circuit" is in the lens assembly or before...ahead of the body wiring harness. use a voltmeter.

this is really an easy one. At least from a trouble shooting perspective.

Just wondering if you replaced the wiring harness or did you get it fixed? I've run into the exact same issue with our 2002 Highlander and am trying to avoid taking it to the dealer for a fix. I changed the bulbs, checked the fuses and disconnected the harness...

Any ideas would be great. Thanks.

I wound up buying the bulbs from the TOY dealer and that resolved it.

I had this problem and bought a new bulb socket from the dealership. Cost less than $10. Here's the parts diagram ToyoDIY.com
