Okay. My CEL and VSC light both came on. A quick code read at Autozone showed P0135 (Bank 1, Sensor 2).
COnfirmed location of sensor per code with Toyota Parts and bought and installed Factory O2 sensor. After install, Pulled ECU fuse, disconnected NEG on battery, pumped and held brakes for 15 secs to reset.
Now the VSC light comes back on as soon as car is put into gear, but no CEL light.
Why do yu feel we can help yu when yu give us no Make, Model, Year, or Engine or whether or not yu have Vehicle Stability Control as an actual option or not?? 4wd or 2wd? Yes this all matters.
Set up your "garage" to let people know what yu have.
Removing the ECU-B fuse is all that is required to reset engine parameters. The correct way. No need to disconnect the battery as well. Kind of redundent here.
Do yu know for sure that the correct O2 sensor on the correct "bank" was replaced? This is the single biggest mistake people make with O2's ...including "parts people" who know nothing except part numbers. It's not their job to know more than this. (Like going to the dentist for a Flu shot.)

Error code was P0135 (O2 Sensor - Bank 1, sensor 2)
Changed O2 Sensor Bank 1, Sensor 2 (after Cat conv). Removed ECU fuse only to clear code. Started up....no CEL or VSC. Moved the car about 10 ft and the VSC comes on. Disconnected Neg. term and pumped brake to see if that would do it, but sme thing...VSC light after moving car.
No VSC or CEL when car is started, but VSC comes on when the car is moved about 5-10 ft.
My guess is that while you were working on the sensor, you knocked loose one of the wheel speed sensors. Basically, the car is fine but after you move it, it notices that one of the wheels isn't turning. I really doubt this is related to the 02 failure, but maybe something that happened while you were working on it.
I'd check all four. If you take off a wheel, there's a brake line and this line running to each hub. It's also very easy to disloge the wiring harness under the front passenger seat, so check those.
I don't think an auto parts store that will read codes for free will pickup a toyota vsc code, but it's worth a shot. If they can just get you the code, that will narrow this down quite a bit.
I'll give the wheel sensors a look and check the harness.
But...
As I understand, the CEL can trip the VSC light, but the VSC light is not reset when you fix the CEL problem and reset the CEL light. Kinda of a one way street.
My CEL has come on a couple of times because my wife isn't very good with gas caps. The VSC light comes on with it.
After a few restarts, both go off.
Also, you stated that when you start the car all lights are off, and the VSC doesn't come on until the vehicle moves far enough for what I assume is the VSC computer finding a problem.
There is a VSC calibration, but the only way I know of doing it is at a dealer and I don't know why you would need it now.
Question: are yu absolutely sure that yu have the VSC option?
I have seen some early HL's without this option trip the VSC light (light installed even though the option is not there). This VSC light would light up because it is tied into the ABS wheel sensor as Pepperb stated. Check your sensor connections and do a brake bleed /flush while yu are at it. Brake bleed/ flush should be done every 2-3 years anyway...if it has never been done. it would be beneficial in any event whether this helps or not.
I have done a flush/bleed and this has cleared the VSC on an 04 HL with VSC option.
BTW only a Toyota Scan tool will show a Toyota specific DTC code for VSC. (if equipped) $1k for the T-Scantool and another $2-3K for the Toyota Software. Ouch.

I will check the ABS sensors. Possible crud in one of the sensors given the lousy roads we've had here in New England this winter. I need to pull my snow tires off anyway in the next week or so and put my all-season tires back on. Hoping winter is finally over here.
yeah, yu know yu have the VSC option when the light comes on and chimes in a skid stuation...
If the VSC is tripping a code...I believe by default it will not engage till the fault is corrected. It is supposed to disable itself according to some of my sources. Can yu test it out in extreme conditions? If possible? I know it is not easy to do on dry ground. The easiest way is on ice and snow.
I know that bleeding the brakes seems a bit way off and unrelated, but have yu considered this.
VSC just may need to be calibrated by Toyota...but then again they would just scan it first for a Toyota any DTC's anyway.
Yu would want to avoid the dealer of course if there is a readily available DIY fix first. I will check my service manual again. The Diagnostic flow chart is not easy to understand regarding this VSC circuit. I wish I had the complete VSC training manual. It's more intuitive.
I hope it's not the Yaw Rate sensor under the front pass. seat near the door. Have yu done any work or shampooed your carpets or had a water leak near this sensor? Is the the harness connector loose maybe?
This sensor helps calculates forward and lateral G force signals to the VSC/ABS ECM.
The sensor may be sluggish in tripping the VSC light and since not immediately at startup this could be a possibility. The sensor only comes into play once the vehicle starts moving.
This is the Advic Controller.
If the ABS speed sensor was at fault...yu would also have the ABS light on!

I have the same problem, VSC but no CEL on a 01 V6 AWD Highlander Limited. I found a procedure for clearing the VSC light a 1MZ-FE engine on an Avalon forum. I want to try it, but I can't find the "Diagnostics" connector on the highlander. On the Avy it sits on the air intake above the rear timing chain cover. Any ideas where I could find the equivalent connector on the highlander to give it atry?

Here is the procedure for clearing it. The connector is located under the hood, and when you open it there will be a little map showing you the terminals. In place of the fancy sst you can use a paperclip or small length of wire.
1. Using SST, connect terminals Tc and E1 of the DLC1 or Tc and CG of the DLC3. SST 09843 - 18020 or 09843 - 18040
2. Turn the ignition switch ON.
3. Clear the DTC stored in ECU by depressing the brake pedal 8 times or more within 5 seconds .
4. Check that the warning light shows the normal code.
5. Remove the SST from the terminals of DLC1 or DLC3. SST 09843 - 18020 or 09843 - 18040 HINT: Cancellation cannot be done by removing the battery cable or ECU-IG fuse.
