where do these plugs go?

to pre delivery inspector:
insert these into the holes of the center floor side member extensions

where is that?
inside or outside

They go outside of the vehicle, just in front of each tire, under the vehicle. In the floor pan. Those are plugs to plug the holes they use to tie down the vehicle on the transport truck. They should have been installed on the PDI.

GM would never bother to plug a hole like that - they would let it rust

If you did plug up te A/C drain , buy some wet shoes, your feet are gonna get wet LOL
