As long as the FCC # is the same as yours it should work for you. A lot of the sellers on ebay will send programming instructions along with the fob if you request it. If not I believe most of the programming instructions are in the technical forums or in the TSB area. I know the extra fobs I got for my Camry on ebay came with instructions when I requested them.

If a combo of all these whizz bangs met their claims you'd have to syphon gas out of your tank every second day and sell the excess horsepower on the third????

seller says it still needs to be programmed - a three button one - lock unlock panic
how is this done?

You need to register the recognition code for the transmitter (key fob). The procedure is outlined in the 2004 HIGHLANDER REPAIR MANUAL (RM1086U).
