my wife had the same problem before, she had the rav4 02, engine light turns on & off, keeps paying 30 bucks everytime she goes to the toyota service just to have that engine check light off & they always say nothing is really going on "car is in good shape" until the fourth visit they figured out what it is,its some kind of computer default that they need to reset. she got a notice from the toyota sales probably 3 mos. ago that her car was part of the recall, here's what the letter says "SSC 601 - 2001 THROUGH 2003 MODEL YEAR HIGHLANDER AND 2001 THROUGH 2002 MODEL YEAR RAV4 ENGINE CONTROL MODULE REPROGRAMMING FOLLOW-UP NOTICE" you should also receive this kind of notice since you have the highlander 01 but if not call this number 1-888-270-9371 tell them what the prob. & they will know it by your VIN. my sequioa had the same prob. but called them & it was not part of the recall.

not sure this was mentioned in reference to the vacuam hose off the air filter box, but if indeed that is the problem, once re attached you have to "reset" the computer. I take one of the battery terminals off the battery for a couple minutes or so, that usually does the trick. I have a 2003 highlander that the hose has dissconnected from the side of air filter box with same results...

I hope the dealer returned your $30 for everytime yu got the light reset.
Because shame on the dealer for milking it. Notorious for that stuff.
What was the date of the TSB? Was it prior to the dates that the dealer reset the MIL light? Seems they owe yu money. If they don't pay yu outright, don't use them. They might offer yu a few free oil changes.
That really cost them $10, if that.

Many dealers don't check for TSB's or even care to check or might even know of the TSB(service bulletins) and just milk it till the owner demands a fix. Then they whip out a TSB and appear to look like superstars but are actually calculating thieves.

Did yu know that TSB's are paid by Toyota to do labor and service.

Many dealers file the TSB service as being done when it wasn't done at all.

A big scam with dealers.

The truth hurts. It is a dirty business. Yes, even at the dealership level.
