Question Gas Needle sticking

On our 2002 Highlander, a few times when the gas level was topped off, say from around 3/4 full, the needle would not move on up. The needle would fall after the gas level went down and has never stuck if the tank was less than half full when refueled to top. Has anyione else ever seen that? Thanks
