The diagram does not show the master control switch or the light, so I'm not sure. Anyone experienced with this system?

1 - If instead of the cigarette lighter you choose the power outlets you could mod the ACC relay to be permanently in a closed state. Normally it is only closed with the ignition SW at ACC or ON position. For the cig lighter tou would need to run a fused wire from the battery bypassing the 15A CIG fuse and connect to the pink wire on the c9 cig lighter connector.
2 - Yes check the Red/Blue between the Combination meter and the Cruise Control ECU with a meter.
