Default 2001 Highlander charging problem

ABS and brake lights are on but no charging warning lights comes on (battery symbol), battery is good but wasn’t changing from the alternator, fuses are good.
Rebuilder tested and stated alternator is good and is producing 14.3Volt however, when placed in engine alternator only produces 12.1Volt which is the battery power when engine is running.

Any answers to the problem?

With the ignition "ON" vehicle NOT running

Are all the wires to the alt HOT=(12v)?
White wire =12v
Yellow= 12v
Red/Black= 0-4v
White/Blue= 12v

Is the ECU -IGN fuse good
Is the ALT-S fuse good
