First one (if I remember correctly) will open to reveal a screw that keeps the headliner in place (on the passenger's side, the "oh sh!t" handle takes care of that). It serves no other purpose. The second picture is (in my truck anyway) the microphone for the Bluetooth/voice commands for the navigation system. If you truck is non-nav/non-Bluetooth equipped, then I am certain that Toyota just adopted a universal part for that portion of the overhead console, hence the appearance of a non-functional microphone?
