Default Door Beam/Intrusion Bar Repair

My wife was involved in an accident in her 2006 Avalon. The nice lady in the mini-SUV basically laid her vehicle up next to my wife's and put a NASCAR-style bumper cover mark on the driver's and passenger's doors. Problem is, she dented the driver's door just enough...

We took it to a body shop for a "Let's see" estimate. The estimator said if there was *any* damage to the door beam - dented, loose, anything - they have to replace the whole door by law.

Yes/No? I've never heard of this, but I don't know jack about body work as it's done these days.
