Default Help: Skid Plate bolt

Did an oil change today, I was taking off the skid plate and one of the bolt heads broke off. I guess the shop that did the oil change last tightened it too much or maybe it was just a random failure. Anyways, anyone know how I can get the rest of the bolt out of the hole? I can stick my hand up into the frame and feel the rest of the bolt, but cannot fit a pair of pliers or anything because of the suspension.

Also use a center punch, and a generous amount of PB Blaster.

How about a set of very small vise grips? Maybe you could just bring the bolt all the way through?
