I believe the IS flares would fit an '03 but the front IS flares end at the front bumper. The '03s have an extra piece on the bumper that extends the OEM flares. It might look wierd having the IS flares and also having this extra piece. They don't even have the same profile. Or you could take off the extra piece.

I have an 03 Tundra and just purchased a set of IS flares. I currently have the OE flares. I have been sizing them up to see if they will work or not. I checked into the bushwacker and EGR flares and neither one of these have the bumper flare piece either. The IS flares will fit, but you will need to remove the front bumper flare or modify it. I am not sure if I like it without the front bumper extention or not. I am going to check with my local body shop to see if they can modify the extention because it is not that far off. Also, if you measure the flares at the top of the wheel opening, both the IS and stock flares are the same size.

FYI - the front bumper flare is fastened through holes in the bumper. You will not be able to remove the flare without filling the holes.

Try the IS flares with the stock bumper. If it looks OK, great. If not, sell the OEM flares and trade bumpers with whoever buys them. They'll need the bumper with the holes anyway for proper mounting.
