I have found my fog lights and fog lights on everything I've ever driven to be pretty much useless in the fog.
They are handy for getting into tight spaces in the dark though since the light only illuminates about 8FT around the front of the truck.
If you want to look like a Christmas tree driving down the road go ahead and turn them on all the time and see just how many people you can annoy.
if i could turn off the headlights and leave on the fogs, i'd use 'em as fogs (i've been too lazy to do the fog light mod). as it is, i think theyre pointed a bit high in the arb bumper to really work well as fogs...they seem more like floodlights.

I use my fogs on our dark road. It helps light it up real well. I also use it on the highway, not to annoy people, but as an extra safety measure.
When I first bought my Tundra, it was missing the fogs. So, I asked the dealer to install them, but they said it's a factory install only. I called Toyota, and they said the same. In fact they warned me not to modify my truck. I don't give up too easy, so with the help of TS I installed the OEM fogs, even though Toyota told me it can't be done. Go figure that out??? It is beyond me how the makers of a $25K vehicle can leave black gaping holes in the front bumper and then tell the dealers to leave it that way. The bumper looks terrible without the fogs, but great with them.

I never have them on in the city. The only time I will use them in the city is in major rainstorms, snowstorms and fog. Other than that, they stay off until I hit the country roads where it is so dark I put them on right away.
I think the lights on the 03 work well when it is foggy so I can see the road lines at least helping me stay within the lanes.
Mine are always on with the headlights. Believe it or not, I have more people flash their lights at me when they are off than when they are on. Go figure.
Night only on wet or snowy roads, or nights on wet or dry winding country roads because of the extra wide beam. I have Sylvania Xenarc X1010 HID auxiliary low beam lights, not Toyota OEM fogs.
