Default Early 2000 Step Tubes

I have a 2000 Tundra to which I wanted to add Step Tubes. Upon purchasing the genuine Toyota parts I found out through a lengthy ordeal that trucks manufactured before a certain date in early 2000 are not equipped with the proper holes in the frame, brackets, etc. necessary for the oem parts to be "bolt on". Therefore, after paying a pretty penny for oem parts I would still have to have them custom installed in a body shop. Has anyone else run into this? Is there a solution? If not, what brands can you recommend? I want something that will fit properly and that I can install myself. A local truck shop that deals in Westin said that he would have to cut the corners off the molded mud flaps for his step tubes to fit, NO! Thanks.

I have a 2000, with Westin chrome step tubes on mine check my photo's for pics.
