Default Pre-Cut Hole In Body Panel

Does anyone know what the precut hole in the center of the rear body panel underneath the tailgate is for? Is it trailer wire related?

Spare tire release access , raising and lowering.

Also, with the gate up you'll see a dimple in the center directly above the license plate area -- this is right where the hole is, and as mentioned above, that hole is where you raise/lower the spare tire.
