Tie Downs for Stepside

Help! I purchased the stainless PUTCO tie downs for my 2003 Stepside. Thought it would work, but when we pulled up the bed rail realized that serious drilling would be needed...

I want to install high quality retractable tie downs on my Stepside. The PUTCO's are rated for 600 # each. Would be nice to get something along that same quality!

Please share your suggestions.
