Take a look at IH8MUD.com - "The Truth is in the Rocks". Great land cruiser website. However, the above suggestions have about covered it for you. The only real improvement can be seen by ultra conservative driving habits.
You should try swapping out the factory fan for an electric set up. Should free up some power and get you extra MPG. A forum member said he gained 3mpg on a Tundra. They are not the most reliable as well.
Not be a smart a$$, but high end SUV's are not known for their great fuel economy. Jeep Wranglers are purchased for their off road capability as are FJ Cruisers. Neither are great with MPG's.
You have a very heavy full time 4x4 with a huge V8. 15 mpg on the highway is better than I would have expected. On the other hand you have an awesomely nice vehicle that will last longer than you care to own it.

is there a chip or something that can increase my 11mpg in town and 13-15mpg on the highway?any help would be great
What have you done to increase it? Spark Plugs? Original Size Tires on it, Throttle Body ever cleaned? PCV ever changed? air Filter ever changed?What air pressures do ya run in your tires? You are not far from the 13 MPG City 17 MPG Higway advertised mielage and a few small changes could probably get it back to OEM MPG ratings? Which i might add are driver influenced a group! How much added weight that was not in vehicle when ya bought it still being ridden around? Tips to improve your Gas Mileage ?
You could try putting some Air Tabs in the proper places in the back of yer LC...or use the basic formula.
One of the best methods is taking yer time off the line and gitting off the gas as soon as possible before you git to a stop sign or signal light. Yeah...some people are gonna git pissed but it's yer gas money. Keep yer highway speed down to 60 mph or less...yeah...I know it's a hard one but give it a try fer a tankful. Depending on the situation...turn off yer engine if yer gonna be idling fer 20 seconds or more...especially at fast food drive-ins.
