Default Can the tailgate on a landcruiser be shut with the lower part of the gate down?

I was wondering if the lower part of a landcruiser tailgate can be left down while the upper part of the tailgate is down.

Or do you have to fully shut the tailgate every time.

I'm interested in having a long item sticking out the back like I do on my pickup truck with a cap on it. I can close the glass while leaving the tailgate down.

Not sure what year you are talking about but on the FJ80's you can do this. The top part won't stay latched but it will close. If you tied it shut from inside you would be ok though.

Ah, that makes sense. so then the top half latches to the bottom half.
