Default PO 401 in 96 LC

Greetings, I am posting on behalf of my old dad. They have a 96 FZJ80 and have a problem with the check engine light.

Here is the history:

The CEL(Check Engine Light) keeps coming on. In Fall 2005 it was the catalytic converters that were failing. We replaced them in June 2006 and the CEL stayed off until Dec. 2006. This Dec. incident is the one currently of concern. We were off in the desert in S. California. We took it to a local mechanic and the code came up PO 401 "Insufficient EGR Flow Detected." The mechanic cleaned a gunked up filter and the light stayed off for 24 hours! Finally a new Vacuum Amplifier Valve was ordered and put in the following week. The CEL stayed off for 2 days and came back on. The mechanic was baffled and rechecked the computer code: PO 401 again. He turned off the CEL and it stayed off for 4 days. We did get our $ back, but the CEL is still on!

They got the following advice:

"Someone needs to run the diagnostic for that code as for the original application. Also they can check freeze frame data history in the scanner to maybe identify the issue. "

Should they just go in to a dealer and show this reply? (I personally think that they should trade it in on an FJcruiser, but that is apparently off the table).

Any help gratefully appreciated.
