Effective VIN Number

I just recently got a copy of the TSB for the Lexus RX330 (2005) regarding 'Front Door Wind Noise Improvement' It states to determine if your car is under this bulletin it should fall in the "production change effective VIN'

The effective VIN listed that is similar to mine is:
2T2GA31U#5C0 19694

My actual VIN is the same up to the last five digits. Does this still qualify my vehicle for this TSB fix?

It is, if the last 6 digits in your VIN are lower than 019694
