First, thanks to Rizico and Phil0411. their work helped me to figure this out. unfortunately the 05 mod didn't work on my 04, but this one will.
i did some cut and paste of some of the instructions from these guys to save time, and added parts as necessary.
This is for a DC without drl's. i'm not sure, but it should work with drl's, since you are only changing the power source to the fog light relay, but i won't know for sure unless someone with drl's tries this.
Now if someone knows exactly which two wires are connected to the silver tabs on the fog light relay, then additional time can be saved by not touching the relay, and just cutting those wires and tying directly onto them, but for now this works.
it's a bit of a pain, but if you want the fog lights to work whenever you want, you'll need to do this.
they will work from the factory switch, with parking lights, low and high beams. the ONLY side effect is that the fog lights will flash with the parking lights when the alarm is turned on or off. other than that, no problems.
any tips or shortcuts, feel free to add.
1. Remove the (4) 10mm bolts that hold on the lower dash panel. The lower dash panel has 4 spring clips near the top where it connects to the upper part of the dash, with a little effort, the panel will pull out. Gently pull and pry until they are snapped out. Let it hang down.
2. Remove the lower half of the steering column cover by removing the brass colored screw in the center underneath and the two black screws facing the driver when the steering wheel is turned 90º to the right and left from center. Gently pull the bottom cover free from the top, several small plastic clips hold them together.
3. You will now need to access the fog light relay, which is at the bottom rear middle of the inside fuse panel. If you can fit in there and see it (I used a small mirror) and get to it, then skip steps 4 and 5, and go to 6. It’s the only black relay there, if you pull it, the fog lights will not work.
4. Next you will see the AC duct work that runs under the column. Push it to the right (pass side) then the left will drop down, pull it to the left and remove and also set aside. Now you need to remove the small duct piece the runs up to your left vent. Get a hold of the small panel that has your interior light dimmer in it and pull it toward you. It should just snap right out. You can just let it hang so you don't have to disconnect the wiring plugs. You need to do this to get to the top bolt of the fuse panel and to get the duct out. Next, there is a screw that holds the small duct to the dash from underneath. You need a stubby phillips to get this one. Work the duct back and then down and remove it out of the way. If you can’t get it out, push it aside enough to get to the top nut on the fuse panel.
5. Now you will be able to see the 10mm nut on top of the fuse panel and the 10mm on the bottom. Remove them both then get a hold of the fuse panel pull the top out first getting it off of the stud, lift it slightly and work it out turning it to the right. Now you won't be able to turn it all the way around but you will be able to see and get to the fog light relay on the back bottom of the fuse panel.
6. Now the relay has four pins/tabs on it. Two larger brass and two smaller silver ones.
7. You will be fabricating 4 wires with connectors for it. You will need to make two 8” wires ( give or take, for ease of install and depending on where you want to later secure relay), with a male spade on one end and a female connector on the other. You will plug the female on the relay and plug the male into the slot on the fuse panel where the relay was. BE CAREFULL TO CORRECTLY MATCH UP THE CORRECT LOCATIONS. For example, the outside connector of the relay will plug into the outside slot on the fuse panel, and the inside one plugs into the inside one.
8. The two smaller silver ones will NOT be plugged back into the fuse panel.
9. You can use the same size female connectors for the smaller silver ones; they are wider, but still fit tight.
10. Now stop here and we will go back to the wires under the steering column.
11. Find the connector that goes into the bottom of the Combination switch (blinker stalk). There will be a Bunch of wires going into it, but you will only use the green with black stripe wire, and the red wire with white stripe. These are the smaller wires. You will need to remove the black wrap around the wires carefully.
12. Cut the grn/blk wire and cap or tape the end going down towards the engine. You will be using the end nearest the switch.
13. Cut the red/whi wire and do the same as above.
14. The wire you will be getting power from is the green wire with silver spots on it that is plugged into the back of the rotary dash light dimmer switch. This is the switch on power wire for the dash lights. Do not worry about more draw on this wire, as the wire you are connecting to it is only a low power draw signal wire for the fog light relay.
15. Run a piece of wire from the red/whi wire and tap into this green dimmer wire.
16. Run a piece of wire from the grn/blk wire down to the relay. If you are looking at the back of the relay, and the two brass tips are vertical and on your right, then the two silver tips are horizontal and are one on top of the other one. Place a female connector on this wire and plug it into the bottom silver tab on the relay.
17. Now take a piece of wire and put another female plug on it and plug it onto the last silver tab on the relay. Take the other end and hook it up to a good ground.
18. That’s it. Turn your parking lights on and test it. If it works, you’re done. Now just put everything back together and find somewhere to secure the relay. I would recommend wrapping it in electrical tape, so nothing gets shorted or grounded out.
