I was bored at work today, so I started surfing the Motor Vehicle regulations for Virginia. I've always heard that Neon lights under a vehicle were illegal, but I can seem to find anything in the Motor Vehicle Code that specifically says that.

Paragraph 3 of Section 46.2-1020 says "Unless such lighting device is both covered and unlit, no motor vehicle which is equipped with any lighting device other than lights required or permitted in this article, required or approved by the Superintendent, or required by the federal Department of Transportation shall be operated on any highway in the Commonwealth. Nothing in this section shall permit any vehicle, not otherwise authorized, to be equipped with colored emergency lights, whether blinking or steady-burning."

Technically, this could make neon lights unlawful unless they are "unlit and covered." Unlit is easy enough, but what is their definition of "covered"? If I put them in a clear plastic tube, would that constitute being "covered?"

I wouldn't drive with the neons turned on, but it would be neat to have them turned on while I was parked and hanging out with other gearheads.

Any thoughts?

i'll ask my maryland state trooper friend, he'll be able to give the best answer. since it is illegal also in maryland. also...just got a set of 295's for $20 installed on my truck yesturday.. looks good. just waiting for the wheel adapters to come. talk later

ive seen them before, but the dumba@@ was driving with them on so that wasn't legal but I HAVE seen them before so what you must be saying with the tube covering them, sounds legit to me.

As per my knowledge of the commonwealth from a import ricer POV, i know that if your truck is parked you can have neon lights on for show, that law doesn't apply to a parking lot because no where in the commonwealth's definition of highway does it state parking lot. Covered is defined a not obviously seen from the street, yes tubed in plastic helps as well, but as long as the cop can't obviously see the lights he shouldn't be capable of giving you a ticket. Just don't make the mistake of driving with them on. If you turned them on in a parking lot they have not rights to give you a ticket.

I don't want to operate illegally in such as way as the cop doesn't know I'm doing it. I want to be legal regardless of what the cop can and cannot see.

I know I can't drive with them on. I'm OK with that. What I want to know is, what is the definition of "covered" that is required to make them legal?

Even if a cop doesn't see it, the State Inspection will.
