He was in his vehicle at first but after you hear his last communication to dispatch it sounds like he gets out of the vehicle and if you look at the left hand side between the squad car and the camry it looks like you can see the officers legs approaching the car as he is giving the orders.

I would like to see the second half of the video and to see what takes place after that. All depends on the drivers reactions and what he says from then on out as we already know he is pissed at either being stopped or receieving a citation. There has to be a reason why the department chose not to release the whole video unless they have the wonderful Motorolla digital cameras that stop working randomly.
