To replace the pump, you will most likely have to pull the reservoir out as the pump should be located at the bottom of the reservoir. On my 1985 Celica, it was pretty straight forward. Just remember...if you run the pump dry too long, you can overheat it pretty quick.
To check the pump power, disconnect the power to the washer pump. Using a 12V test lamp, check the lamp by testing it on the battery. Plug the 12V test lamp into the washer connector. Put the lamp so you can see it from the driver's seat. Turn the ignition switch on. Press the washer switch and see if the lamp lights up. If it does, then it's most likely the motor.
