WOW! I'm sorry but that was way to funny......I knew mine was mounted in the lower position but ran outside just to check for center. It is.... but I found a bit of the blue felt from the car wash in my front valance. IMO I would stand firm on the new front bumper and have the plate mounted in the lower grey valance.
BPT
The Tundra's do have a front plate bracket made specifically for it. It's part #PT413-34070. I paid $13 for it at the parts department. It mounts on the lower area under the bumper. On the pic you attached, the factory dimples where the screws go, are plainly visible. Whoever screwed your plate right into the painted bumper is an absolute bonehead.

I ordered that part too...This person who screwed that one was a real idiot though...Must've been their first Tundra. Or they had a liquid lunch before they put the plate on...

Yeah that suck man but I think best your probably going to get is that they will patch it up and repaint unless you really throw a fit at them over it, which I would for sure.
I made sure to call my sales guy to say hey don't have them put the front plate on even doh its required by my state. I told him if they put any holes in there I wont take the truck unless they replaced the bumper. So he made sure they knew not to put the bracket that comes with it. He also said they are normaly required to install the fornt plate but I said I just tell the officer that I removed it if stopped.
Do those PDI guys get paid per vehicle? They must assume nobody looks over their own vehicles at all. That would be a large leap of faith on my machine.

I don't see why the person who does the PDI would be attaching the plate though...if there was a plate bracket, I might understand. But it doesn't make sense to me that the PDI person would do the plate. Usually a sales person, lot attendant, someone else...but not typically the PDI guy.
And PDI guys are paid a flat rate for each vehicle...

Wow that sucks. I told the sales clerk if the prep guys drilled my bumper the sale was off. The poor guy spent the entire prep time with a list of items they were not allowed to do.
It sucks but it's kinda funny actually. Whoever did that was either day one on the job or last day on the job. They will likely repair and repaint since it is so minor. You can argue for a new bumper, but that one will have to be painted as well so either way you will have a repainted bumper. If you raise enough hell, maybe you can get them to swap for a bumper on another truck that is factory painted. Personally, I'd opt for the reshoot since the factory paint is pretty crappy.
