RAV4 2002, Starting problem

Hello folks, I live at El Salvador and I´m having troubles with a RAV4. I bring it from USA to El Salvador (Central America) to be repaired for collision. The RAV4 came running normally but actually it did not start. When I try to start I only heard the common sound of the engine trying to start but it can not run. Does anybody know what to do? An mechanic has been trying to check the electrical system and everything is ok, apparently. So the scanner delivers a trouble with the ECM, does anybody knows if the ECM can be reprogrammed?
