Default What am I missing?

Wife ran over a piece of shredded truck tire on vacation. It hit the front passenger side wheel well. It ripped the lower piece off at the outer bolt (just tacked it back up). I'm assuming there should be a top plastic protector piece? The drivers is completely covered but is not symetrical w/ the passenger side. Can I leave it open like that for a while? I'm sure the stealer will want big bucks for a little piece of plastic. Here's a pic.

Just for giggles I got a quote for the "inner shield" (as toyota calls it) when I was at the dealer for an oil change. $108.84. Did not buy it if your wondering.

i lost the left front inner plastic thingy, the wife took it to toyota and they ordered the part. too bad we moved to san diego before they could put it in, yesterday i took a look under there, and now all the places that are missing paint are covered with rust, im pretty pissed.
