Default 1999 Sienna Van radiator fan problems

My '99 Sienna's radiator fans "turns on" after shutting of the engine. The temperture dash gauge is reading slightly below the halfway mark which is normal for the Sienna. The fan keeps blowing even if the air is coming out slightly warm. I've disconnected both fans at the electrical quick releases for now and am not driving it.

I've never heard the fans come on after the engine has stopped and key from the ignition removed before. What should I check and where is it located? Thanks!
