Default 2004 Sienna chip keys

I've been reading about chip keys or smart keys and I have some questions. I have one of these keys for my 2004 Sienna (only one and it's a long story). In Winnipeg it seems only the dealer can supply and program a new key at great expense I am told. However I see mention in the forums of being able to buy a key either from the dealer or an internet source, getting it cut and then programming it yourself. Is this true and where do I find this procedure for my specific vehicle?

Update. No responses so went ahead and got key at the dealer. Cost about $40 for the key and $45 for the programming. No discount on multiple keys. Of course the dealer said that it had to be that expensive because of the chip in the key.
