Electrical problems resulted by a flood:
1 The heater in my 04 sienna has not been working for a while; it always blows cold air. I'm presuming that since both of the water hoses going into and out of the firewall get hot, the problem is not likely to be the heater core (or is it?). A/C runs fine. 2 Tailgate lock isn't working, any hidden relays?
3 Speedometr isn't working, the arrow isn't moving at all.
Any chance to get a free printable/downloadable owner manual solutions?

First step is to check that all the fuses are good. If any are blown, replace them, try to operate the equipment and see if they blow again. If they blow, look at the equipment they feed.
The heater requires motor operated door to reposition to let the air blow through the heater core. The door motors may be damaged.
The door locks have relays under the driver-side dash. Try there.
Your troubleshooting is beyond the owner's manual. There are no free resources that I am aware of. There are low-cost options.
