On an 02 sequoia the antenna teethed plastic cable that moves the mast up and down broke. Part of the cable stayed in the base of the antenna. It has to be taken out before the new antenna can be put in. Does anyone know how to greet the broken off part out.

I took the motor out and took it apart. Just had to loosen up the inner fender well to get to it... I'd really like to replace mine with a solid mast but I can't seem to find a good solution for that!

This is the instruction I had with my LandCruiser, and I assume it's very similar:
The inner fender liner has to be removed, then the antenna assembly removed, the antenna lead can not be disconnected from the antenna motor so the antenna motor has to be disassembled under the fender, once the antenna has been opened the broken pieces of the mast can be removed then reassembled and reinstalled, the antenna mast can then be fed into the motor through the opening of the antenna by turning the radio from the on position to the off position which will draw it into the motor.
