Default manual steering wheel tilt adjustment issue

I have a 2002 toyota tundra. It has manual (non-electrical as far as i can tell) steering wheel tilt adjustment. A small lever on the left of the column that you move to raise or lower the steering wheel.

Today i used the lever to adjust the wheel to its full up position. However, now i cannot re-lower the wheel. The small lever moves about an inch forward (away from the driver), i can see a small spring move when i do this, but the steering wheel does not allow me to move its position up or down.

Any of you come across this issue or know how to fix it?

just an update, according to the manual and my memory, you are supposed to be able to pull the small lever toward you to disengage the wheel lock to allow the steering wheel tilt adjustment. in my case, the lever no longer allows you to pull it forward at all. you can push away from you about 1/2 inch.
