What size rims can I put on my 2007 dc 4x4 tacoma for the winter? it came with 17" rims, can I just put 16" steel rims on it and what about tire size? what is best for winter tires on this truck.

Your TRD Sport came with P265/65R17 tires on 17x7.5" wheels. TRD OffRoad trucks come with P265/70R16 tires on 16x7" wheels. They will fit yours just fine, but are about an inch shorter than your 17s -- you may want a 265/75R16 instead, as it's a bit taller. As to the best winter tire, it depends of who you ask. Any steel take-off from a 2005+ Tacoma will work for what you want, as they are all 7" width and have the correct offset.
