ECT stands for Electronically Controlled Transmission. In the Normal mode you get better efficency and greater mileage. In the Power Mode the transmission shift points are changed to allow for more power, at the expense of mileage.

Does it just make the shift points higher? revs out more before shifting?

I believe so. It changes the shift points in RPMs (or speed depending on how you look at it) between gears.

haha I had one in my 96 Rav4 I used to call it the afterburner all I knew is that it made that lil 114hp 4cyl haul

It doesn't give you more power exactly... it just changes the shift points on the tranny. Handy for trailering mostly, as you'll get better engine braking when you slow down, and it will hold the shift until you are a bit higher in the revs. You'll notice it more if you throw 500lbs in the box or are pulling something.
