I'm not aware of a TSB, but it's a common problem. Seems to be worse backing out or the driveway first thing in the morning with cold brakes. Dealer told me it's caused by glazed shoes and can be fixed by lightly sanding the shoes & drums, which they did one time. It helped but was only temporary. I haven't bothered to sand them again because I figure it won't last anyway.
It may be caused by the type of shoe material. For instance, Volvos seem to have harder-than-normal brake pads, and they tend to squeal a lot. I suppose they last longer, but it is annoying.
