Default CAN A 98" SR5 2WD TACOMA BE LIFTED?

HI GUYS HAD A QUESTION, I'M IN THE MIDDLE OF PURCHASING A 98" SR5 2WD TACOMA FROM A FRIEND FOR $6500. A BUDDY FROM WORK SAID THAT THIS TYPE OF TRUCK WOULD BE TOO EXPENSIVE TO LIFT 3" INCHES, AND THAT THE CHEAPEST AND EASIEST MODELS TO RAISE UP ARE THE 4 X 4 AND PRERUNNERS? IS THIS RIGHT? I LOOKED AROUND AND THERE'S A SWEET LITTLE 00" PRERUNNER FOR $10k. WHAT WOULD YOU GUYS SUGGEST? MY FUTURE PLANS WOULD BE TO RAISE IT 3" INCHES AND PUT SOME 35'S ON IT. ANY HELP WOULD BE GREATLY APPRCECIATED.
