Changed out my airfilter the other day noticed yet another filter that was not removable (or mentioned in owners manual) on the block itself. If you open up your filter box you cant miss it. It looks like a thin filter with some black material wedged inside, (maybe carbon). Wondering if anyone knows what this does, seems the regular airfilter should be enough, that this thing is just restricting airflow... emmsions maybe? Dealer didnt know much about it, said to vacuum it to clean it....???

You are correct in assuming it was carbon. The carbon is there to catch any residual hydrocarbons (gas) in your engine after you shut it off thereby reducing your emissions.

Also all new vehicles will be required to have it by 2007, and if you punch it out if it's been installed from the factory you won't pass an E-Test because they will be looking for them if they were installed on your vehicle.

I just read this by the company that makes them for Toyota and other car manufacturers:
This "hydrocarbon trap" is placed between a car’s air cleaner and engine where it can capture hydrocarbons that are escaping through the air intake. This position is desirable because the air intake system contributes as much as 50% of total evaporative emissions.
The zeolite trap adsorbs hydrocarbons that are emitted when the engine is stopped. Once the car is started and driven, the trap releases the hydrocarbons into the engine where they are burned. In this way, the new hydrocarbon trap continually regenerates itself.

It's listed in their database, that's how they know what category your vehicle falls under and what the test limits are for that vehicle. So yes. Do some searching you'll see I'm right.
I will bet you 10bucks anyone who already removed it will have NO problems with it.
Hell i dont even have the stock box..I got a intake on mine now. So everything is gone. No one is gonna have any problems..Unless you live in beat cali where they are gay about this stuff..Hell half the places around here barely even do a real check

Well by 07 the EPA's not Californa's Tier II emissions standards for particulate emissions will be 90% lower than the current standard, and new manditory testing guidelines will be put into place at that time. I would not be risking it.
Hell half the places around here barely even do a real check
That will probably change in the future, and all emissions test stations will be trained to look for all the required equipment to be in place. If it's not, then you might be SOL.
My Taco runs just fine with everything stock, so I'm not even gonna mess with this stuff.

HMM lets see so all those other cars that where made without it..guess they are screwed according to you. I mean the 4.0 4runner 03 and 04 model did not ahve that thing in there and its the same motor. I am not worrying about it. and i am sure alot of others will take it out and not think twice

So true. Don't people read the news. This stuff has been all over the automotive landscape for some time. It's being refered to as the big rev up to 2007. Why eles would Toyota and others have done it if it doesn't make a difference. These new standards are tough, people need to think before they go hacking off emissions controls. The the zeolite filter is molded into the intake because it's not suppose to come out. Also by removing it you void the warrenty for all the emission controls.
