scale numbers:
truck and trailer: steer 2960, drive 2660, trailer 3840 gross 9460

The thing that has me confused is when I set up the Equilizer the front end squat about 1/4" and the rear about 3/4" yet the scale shows the front end lighter with the trailer connected. The only explanation I can think of is if the scale op weighed while I was out of the truck during the truck and trailer pass. Any other ideas? Also the front GAWR is almost to the limit without the trailer. (3160 per the door sticker) The truck with passengers had maybe 600 lbs on it. Is this normal?

You're probably ok.
First, you being out of the cab on the trruck/trailer combined weighing would certainly account for all of the the lighter weight on the front end. Actually, since over 60% of the front seat driver/passenger weight goes onto the front suspension, the true combined rig weight on the front is likely more like 3075~3100 lbs.
Second, as a point of reference, the front axle weight of my '03 4WD with just me (~195 lbs) and maybe 50 lbs of cargo in the cab is around 2650 lbs. Depending on how many people (especially largeish adults) and cargo you had in your cab, your ~3000 lb front weight is within reason.
Third, don't take those scale weights as accurate to the exact pound. I've had my truck and trailer weighed three times, with roughly equal loads each time, and the per axle weights have varied as much as 200 lbs. I'd guess those scale weights (and accuracy of any given reading) are probably only good to about plus/minus 2 or 3% (or plus/minus about 60~90 lbs).
