Default No Power on four pin wire harness.

Problem...I installed a tow package back in 2002 a few months after I bought my truck and never got to use until now. I bought the complete Toyota wiring harness and module from the dealer and connected as stated in the instructions which seemed at the time plug and play but I got nothing. I put a 12 volt light tester on and got nothing from any of the pins. Doe's any one know about a relay or fuse that I need to install besides the harness and module?

There should be a fuse by the battery positive.
