Default trailer lights and wiring problems

I have a 2000 tundra access cab 4x4. When I used my trailer last year I had no problems. I had asked the dealer if the tsb for the trailer harness was done on the truck before I bought it. I was told it had been. This year when I hooked up the trailer I noticed that the running lights were not working, but everything else was. I dug around and found the fuse on my trailer to the running lights had blown. I replaced it but still could not get it to work. Tracing backwards I found that the green wire at the factory plug is not supplying power although the lights on my truck work fine. I ended up running power from the trailer battery to the trailer lights to drive it at night. Therefore I know the wiring on the trailer is ok. I did not see any blown fuses or other obvious problems. My question: Is there a fuse for the trailer wiring on my truck? Would not doing the TSB as the dealer stated they had cause this problem and if so is there a way to tell the new wiring harness from the old. Also my truck has an additional fuse on the drivers wheel well that I believe is part of an additional trailer fcn. Does anyone know the use of this and where the wires end? My workshop manual does not list this.

There should be a fused connector in the engine bay called the O3 connector. On the 2001 Models, it runs from the battery to a connector on the firewall.

Checked my repair manual on the '00 the O3 connector is on the driver front fender wall.
