Installing Hitch 04 Double Cab

Under my bumper is a braket/brace, attached to the bumper and frame, and when I was attempting to have a truck accessories shop try and install a hitch, the bracket was in the way of the hitch. It appears that it should be removed to allow the hitch to be installed. I was wondering what the bracket/brace is for and can it be removed. Bye the way, I have everything in the tow package minus the hitch.

the toyota hitch is a funky design. Personally, I don't much care for it... But it relys on the bumper for support. That bracket is likely the junction for that support.
