Dunno which one is best. I can give you a comparison of the Tenkosha Voyager and Prodigy brake controllers. The Voyager is a good brake controller and works well. On hills, its mechanical tilty thingy gets a bit cornfused and braking performance is reduced but still acceptable. It is a bit more finicky to setup, but once setup, it works well.
The Prodigy is a nicer controller. All computers, setup is almost idiot proof and it outperforms the Voyager. The boost feature is very nice. If you tow more than one trailer, it is very easy to adjust the setup. The Prodigy is highly regarded.
Between the two, the Prodigy costs $20 more. Well worth it.

There are only 3 that I'd even consider...Prodigy, Jordan Ultima, or MasterBrake Brakesmart.
Prodigy is easiest to hookup (only 4 wires, can use wiring for an existing brake controller). Jordan requires a mechanical cable connection to the brake pedal, may be slightly more proportional and is about the same price as the Prodigy. Brakesmart requires tapping into a brake line and is also a lot more expensive...but does provide the truest proportional braking, especially when used with trailers that multiple axles.

I had a Voyager on my last tow vehicle (Dodge) and it worked well. My Tundra has a Prodigy which works awesome. Once it's dialed in you can't beat it IMHO. Can't say anything about the Brakesmart or Jordan units but i understand that one of them are quite pricey, just can't remember which.
