06 hybrid rear springs towing help

My brother has a 06 Highlander hybrid and it has the towing package on it. The boat he is towing has a tongue weight of about 450, which is to much for it. He says it is not bottoming out but is sagging. I think it is 4wd and has Mcphereson struts at the 4 corners. Does anybody know if there as any helper springs or air bags for it. I did some Googling but have come up empty so far.

If it sags that much then putting helper springs/air bags on it will only serve to lift the front end off the ground and cause stearing problems. Those vehicles are just too lite to be doing stuff like that to them. I would imagine though that the hitch will fail first though.. isn't that vehicle only rated for 350# tongue weight?
