Default TPMS programming

I just bought the TRD Wheels to replace the steel wheels. The TRD wheels come with their own sensors. Do dealers have to take the tires off the rim to read the ID or they just scan and read them with their computer?

What is the price for program them? If they have to take the tires out to read them then they have to balance them also. Has anyone gone thru this?

Thanks....
