Default Purchase an ECM Programmer from Toyota?

If money were not an issue (it is) couldn't I somehow buy an original Toyota ECM programmer? I mean, the dealerships have them, right? And with this I could change my timing, shiftpoints, seat-belt chime, et. all? Not that I have any clue how to better program my truck... but it would be nice to have that controll, at least for the seatbelt chime. Then again, I now wear my seatbelt.

I lifted my CrewMax and the speedo actually seems to be more accurate now... seems that it was reading too fast before the lift - 35's made it read on the other side of accurate, but closer. (as per gps, "your speed" radar signs, and milemarkers)

I feel like the shift from 1st to 2nd is a bit rough and also the engine seems to wind out more than it should for a 5.7 (I do not have a heavy foot). I understand that the tranny is made to haul, I just wish I could "soften" the shift a bit. Like the LS460, which I would have in my garage if, again, money was not an issue.

I work in a GM dealership in Australia, some of our local workshops bought the GM scan tools off us a few years ago, but they were around $5k - $10k, plus adaptors etc.
The current ones can't be used, as they need to be linked to GM to work.

Snap-on and many others do universal scan tools, that can do all the same stuff, Radio Codes, Program Keys, and all the other basic stuff, I imagine it would be the same for Toyota US.

I'm a Toyota tech and the Techstream that we use will not reprogram your ecm unless Toyota releases a updated calibration file.

So it is an all-around update for Toyota's? Not like the GM, for instance? That is, you cannot tweak or modify particular things like shiftpoints or timing? So Toyota would issue, should they deem it necessary, an updated program that rewrites all the engine and tranny parameters? That seems a bit limiting to me. So what is all this talk about a "programmer" in other posts?

SPX Toyota | Tool Detail not sure they will sell you everything you need but i am sure they will let you know what they can?
