Why can't I find a dealer that will honor this pricing?
I used the "build your toyota" option and cannot for the life of me find a dealer who isn't trying to sell me something they have on the lot or tell me those option HAVE to be grouped in this package because that's the only way they are building them. I did this same thing with my last accord and they bent over backwards to BUILD the vehicle for me and get it to me asap. Look at my build list, am I way out of spec here or what? Wasn't there an internet rep who used this forum that might be able to help me?

I did pretty much what you did - built it on-line, then looked for the one I wanted.... I did, however, look up dealership inventories on-line before contacting them with the "special" on-line price. For some reason, I'm now seeing dealerships with the in-bed liner already there - an item I would not have wanted when I was shopping for one originally. There are other threads here that talk about folks special ordering their trucks, you can probably PM them...

Re: Why can't I find a dealer that will honor this pricing?
There are some limitations. My dealer was extremely cooperative and on my side when I tried to order a DC, long bed, with a power sliding rear window.
The factory absolutely positively would not build a DC, LB, with a power window.
A different approach is to try a different area of the country (sales area). For some reason Toyota will only build trucks in a special way for certain sales areas. Simply put in a different zip code in the "Build" area on the Toyota website and see how the options are changed.
Since you are in AZ, Try Portland, OR, Boise, ID, or Houston, TX and you may be surprised. I used to have the zip codes on hand when my truck was being considered and built but no more.

x2 for Dianne. No BS. Truck was washed and ready to go with a trade in that was more or less pre-approved based on inspection. I was off the lot in one hour with no unpleasant surprises. I ordered a truck just the way I wanted it too. Give her a shot, she has my future business.
